Without a civ bonus, is it possible to do a 22-pop up and be able to afford the 3 militia, m@a upgrade, DBA, and a vil, without deer?

I've been trying to practice this and had no luck without using deer. I never have enough food for DBA when I hit feudal. Is it even possible without a civ bonus like burmese etc?
