I know i am bringing up a UT from 20 years ago. But having watched the competitive scene since many years ago till now(from during the Helen era), the Mayans have simply been a powerhouse and extremely hard to beat specifically because of having cheap eagles with 100 HP and having counters that are unusable slow units themselves(champions, HC etc, easily countered by mass cheap archers).
These eagles have attack bonuses against cavalry, siege, monks having 1.4+ speed and are impervious to archers/buildings while their ONLY counter is shredded by cheap plumed archers(65hp, 2PA and +2 bonus vs infantry = shred champs and HCs) or even mass skirms. Adding 40 HP(= +66% of HP) to such a unit makes them ridiculously effective in melee combat too.
I know people will remind me Mayans have no cavalry, hence they must have 100HP eagles as a replacement. But then again, lets remember that those cavalry units have high HP and PA because 1) they are costly and 2) they CAN also be countered JUST as easily by Halbs and Camels which, unlike champions/TKs/HCs are accessible to most civs and are in general much more viable units seen in competitive play.
Hence i think a slight nerf to a technology as powerful and game-defining as this would give infantry civs at least a chance to save themselves from the mayan eagle warriors by weakening them by arrow fire (even if the infantry can't catch up to them raiding and destroying their economy).
This change would make the terror of EEW flooding one's base a little more manageable especially for some of the weaker civs.
