Zoom out settings?

I have NVIDIA and saw a video when you set something like 1920x1080 and that kind of resolutions it should zoom out so that i can actually see the game world and not being stuck seeing the buildings from a ladder, when i do so the monitor creates a black bar on the left and the right side of the screen is cut off, meaning i can't see the scroll in game or the X button on any windows program, now is there a good method to fix this? Cause from one side is playing Age of Empires 2 HD super zoomed in or playing Age of Mythology with 60% of the screen being blocked by chat messages. pls fix that.
