[Rule 1] Discussion regarding "Low Effort Meme Content"

I was really excited to post this meme earlier, which promptly got removed from the subreddit. The moderator justification was "Low effort content / excessive memes posted currently". I was upset because the subreddit rule states "...only 10% of the front page should ever consist of [meme pictures].", but low effort content and the +10% excessive memes seem to be enforced quite arbitrarily.

This post is relatively popular, but also relatively low effort. This post is very successful, but again, relatively low effort by most people's standards. "Low effort content" can still be successful/funny/loved by the community and makes the sub more enjoyable. I really appreciated and enjoyed both of the meme posts that I linked. But why was my similarly-formatted, similar effort post removed while the others stayed?

I am genuinely curious, because a Community Member has posted a Hidden Cup meme every day for 13 days, but that isn't excessive posting or low effort posting (I love their posts too btw). Overall, I'd love to hear this community's thoughts (or mod thoughts) on:

  1. The place that AOEII memes have in the community
  2. What is a low effort meme and how is that determined/enforced?
  3. How is +10% meme capacity on the subreddit determined/enforced?
