Buffing War Wagon frame delay

War Wagons are super annoying to micro because of their high frame delay. It is right now at 1 while the buffed CA should be around 0.88 (pre buff around 1). I think it would be a good idea to give them a similar value like CA. They are very situational and rarely ever played - I think it would help their castle age play in lower numbers where micro is crucial while not making them OP in their best situation (which is a FU imp deathball).
