If you observe closely, except for Imperial Camels for Indians, Camels are really based on geography and history.
Maybe only regular Camels for China and India, but that's okay.
Cumans - a civ originated in Central Asia has access to Camel Riders. They later settled in Europe (Hungary/Bulgaria) and do not have heavy camel riders.
Another similar technology is Parthian Tactics. This is more of an optional technology since it basically has the same effect as Ring Archer Armor. The recipient are different however. Parthian Tactics is meant to support Mounted Archers, while the other one supports all archer type units. Having access to Arbalesters but not Parthian Tactics means Cavalry Archers won't be used with otherwise full upgrades (like Chinese). It is the switching between the two which gives the Cavalry Archers the distinction or rather a denerf. Important civ is Mongols. Other civs are Japanese and Saracens.
However, I am not entirely sure why Lithuanians had Parthian Tactics in the beta. I am glad that it was removed.
Kudos to the devs for maintaining the historical accuracy of these 2 techs.
