If you have one forward Castle in Imperial Age and you want to make trebuchets, should you research Conscription first?

It depends on the context of course, but if you want to build three trebuchets say, I think it still takes longer to research Conscription and the three trebuchets then just the trebuchets. Is it still advisable to research it first?
