Where are the modders at? - Creating a modified "random" picker

Hi guys,

so I would like to create a mod - but I don't know how to start. I've read some stuff, but I can't seem to find where to access the corresponding method.

Background: We, a group of friends, usually play like 5 times a week vs AI, the modified BruteForce AI to be exact (Yes, it gets boring from time to time - but it's a nice way to catch up and stuff). Usually all civs are picked at random. Over Steam, if that's relevant.

The problem: The BruteForce AI micromanages A LOT. This is okay for most civs, for other ones it's rather problematic. The AI is near unstoppable with Britons, Portugese and Turks due to the superior ability to micromanage long ranged units. Also some civs just aren't fun to play. Let's not get into this here. I would probably get crucified.

The solution: Since we usually pick random this routine could be modified with a Black-/Whitelist. Inside of our little cirlce we cover more or less all modern programming languages with varying proficiency, so that should be doable. I think altering the AI itself might also be a possibility.

The problem: How do I start? Where do I find that stuff? If I can find it at all. I found the Advanced Genie Editor and clicked kind of everywhere. I'v read that some stuff needs to be changed in XMLs.

Anyone knows how to proceed?
