LOOKING FOR A MANAGEMENT/RTS SURVIVAL BASED GAME

I've always wanted to grind away on a game starting from literal dirt and watching it turn into an empire. I recently played Age of Empires ll. My friend made it seem like it was a survival type game but I was disappointed to see it's just a pvp game. Don't get me wrong it's great but not exactly what I'm looking for. I even looked for survival mods on AOE2 but nothing was found. If there's a game like Age of Empires ll but it's a survival type game, where I mine my own resources and build my own town, Please let me know. I've been looking for days. I tried Factorio and Rimworld but not what I'm looking for. (BASICALLY TO SUM IT ALL UP) Looking for a survival management rts type game. A birds-eye view NOT a Third/First person view game. Nothing galactic or non-fiction character based.
