Balance Changes For Some Upgrades

Hi, I have some recommendations for the community. I believe some upgrades are almost never used, and some are so cheap that they need to be more expensive. This situation leads to an automatic play style. Here are my notes:

Dry Dock : Rarely used. Needs a big discount. (600F 400G) => (300F 200G)

Conscription : Super cheap. Needs a raise (150F 150G) => (350F 200G)

Sanctity : Super cheap. Needs a raise (120G) => (200G)

Town Patrol : Hardly used. Needs a discount (300F 100G) => (150F 75G)

Caravan : Definetely needs to be more expensive (200F 200G) => (300F 300G)
