Is it just me, or is performance disappointing?

I have a nice setup - 7700k, GTX 2080 and 16gb RAM.

But man, this game in motion looks rough. Scrolling across the map has a severe "judder" to it that I can't get rid of -- I've tried every combination of settings. I've tried turning GSYNC off too. And when big battles occur, framerates really take a hit and it looks even worse.

Maybe the game is capped at 60fps and it just looks bad on a 144hz monitor? Not sure.

I can tell a lot of love was put into the new 4k assets. But a game this old running this poorly is pretty disappointing.
