Is AOE2 AI cheating?

Admittedly, I am new to this game, but I have a hard time understanding how the AI system advances so quickly with so few resources. After a victory, you have the opportunity to see the entire map, and I see tons of buildings from the enemy, but nothing else. There are four villagers chopping wood, one mining gold, none mining stone, no fishing vessels and maybe one or two managing a tiny farm. How does AI manage to produce so many buildings and military with no more than 15 villagers? I have at least 50 at any given time just to keep up with demand.
