HD Elo (Temporary) Solution Hypothesis

Because of GDPR (new law which is to blame for your inboxes getting spammed about updated privacy policies) Steam set all user profile game information to private by default a while ago. This is why you can't see what games people played or how many hours they've played when you click their profiles anymore.

As you may have found out, when you play a ranked game with someone who is on your Steam friends list, elo exchanges successfully. That is likely not the case when you play with a person who isn't a Steam friend however. I think this might be because Steam users, when friends, have their game information mutually available by default rather than just fact that they are Steam friends.

You can go to privacy settings via 'Edit Profile' and set game information from private back to public. If you do so, your chances of getting elo when winning a ranked game vs. a stranger are bigger according to my hypothesis.

So my hypothesis is that 2 people who aren't Steam friends with each other can still successfully get elo exchange in a ranked game if they both have their Steam game information to public.
