Enemy is totally passive after

It just seems boring to play, I set up some teams with the AI (3vs3, 4vs4) and after reaching every age and battles, they stop playing. It's not like they lost their resources, they just stand there. Both my allies and enemies, their army is passive, their citizen won't work. Anyone experienced this?

EDIT: I also built a Wonder, to try to attract them and they did absolutely nothing.
