“Ancient world V115”

So I have a couple questions about this scenario. When I play as the Romans and first March into Iberia I always attack New Carthage. Somewhere I remember reading if you capture New Carthage and another city then something happens. How do you capture cities...? This whole scenario is by far the best one I’ve ever seen on AoE (in my opinion) but just at the start it’s a bit confusing!
