Restarts: how to fix?

We all see the trouble with how to handle restarts. Obviously you dont want someone to have a fucked up gold, stone, woodline etc, but you also dont want someone to fuck up a lame (or get lamed) or boar lure, and get to call restart on that. But you have to give players time to explore their base to discover issues that may force them to re. What if:

At the start of the game you get 10ish seconds where youre "entire base" is visible (say, idk 15 20 tiles from tc, whatevers reasonable). Whatever gives players enough time to check gold, woodline, and thats kinda it (not enough to pick out boar/sheep spots). Then 20 second pause, can call re or not, then its done and base goes back to black.

To scout that area takes 3 mins or so anyways, and doesnt REALLY matter since everyone does the same 2 or 3 base circle scouting no matter what so itd prevent the re that is letter of the law but not "spirit of the law" re

What do yall think? Itd solve the re issue, and save time on re games each series
