Does the treaty mode not work in definitive?

I have only finally got definitive - I already had HD, the original and the ps2 port so I didn’t think i needed it - and it is really good but i have been doing skirmishes and the treaty doesn’t stop people from building outside their square like the old ones. I was playing a match with a treaty and only built in my zone thinking thats all I could do before finding out u can expand (which drove me mad!)

Anyway is there a way to set it back the the original (probably not)
